What Our Ratings Measure

Risk Rating Levels

Each category is scored on a five-point scale:

  • ✅ Minimal – The environment feels safe and relaxed. Travel and daily activities can continue as usual with little concern.

  • ⚠️ Low – Things are generally stable, though there may be occasional disruptions or issues. It’s a good idea to stay aware and take basic precautions.

  • ❗️Moderate – There are noticeable risks that could affect plans or safety. Staying informed and making a few adjustments is recommended.

  • 🛑 High – The environment is tense and unpredictable. Safety and travel plans may be affected. Careful planning and strong safety habits are important.

  • ❌ Extreme – Serious and widespread risks are present. Extra caution is required, and in many cases, travel or activity should be delayed or avoided unless necessary.

Each country is scored across four key dimensions:

1. LGBTQ Security (Overall Risk)

Synthesizes legal, social, and enforcement factors into a single rating — giving you a top-line snapshot of risk for LGBTQ individuals.

2. Social Environment

Captures cultural acceptance, public attitudes, media representation, and the strength of local queer communities.

3. Legal Environment

Reviews national laws related to LGBTQ identity, gender recognition, marriage rights, anti-discrimination policies, and criminalization.

4. Enforcement

Assesses how laws are applied in real life — including police behavior, judicial fairness, and protection (or persecution) by authorities.

All data is reviewed and curated by global analysts with expertise in LGBTQ security, human rights, and regional law.
